The Shanhoven Islands are mostly populated by seafaring Elves. The Islands are largely governed by ten Elven nations, plus the Shanhove Dwarves on the Islands of Dloviar and Khrmim and the Illatyrian Humans. The Elves have maintained good relations amongst themselves for centuries. They had attempted numerous times to conquer Illatyr, but always came across overwhelming resistance. In peace times, however, it became clearer to the Elves that cooperation was more advantageous than conquest.

The 12 Nations leaders meet annually on an island that lies between Khrmim, Tydlporth and Illatyr, to discuss trade, social policies, economics and military policies. With the discovery of the Continent to the East where colonies have already been established, a focus on building a military fleet of great technological advance (thanks to the Illatyrians) has been a priority. Should they need to defend their colonies or wish to push further into the continent, the consensus at the Councils have been that such a force is necessary.
