Well for tips you could look at cartoons or anime and pay attention to the shapes and sizes of the characters and their surroundings. I recommend searching here for tutorials on specific things like drawing heads/bodies and backgrounds. Other than that, practice a lot!!

Perhaps, but I guess this eevee had extra genes from the parents or something to look like this, but yeah it's quite a cute character ^_^

And thank you too for compliments on the water effects, I've been slacking too much on backgrounds lately so I needed to put some effort into one

That was my favorite part to work with, dark scenes fit well with dark pokemon too so it felt just right X3
