Skylar is not an official character, she's a character I think appeared in a piece of merchandise. Many think she's the daughter of Cadence and Shining and was thought to appear at some point in the show for a few years. You look it up and you'd be a little surprised. It turns out to be a foreshadow, in my opinion, despite her appearance looking like a Sweetie Bell recolor.
