They do look extremely similar, but IG-11 has two Wookiee-like bandoliers that cross across the torso instead of the single thin one that IG-88 one has. I'm pretty sure IG-11 has a brighter/shinier color palette too.
Also yeah, the voice sounds like it might be from New Zealand. 
I dunno what IG-88's canon voice sounds like...

A friend of mine said IG-88 was scary and I don't blame him. Bet IG-88 makes the Terminator look like a household machine. Oh wait, IG-88 predates Terminator. Good work.

In the 1978 Marvel Comics Star Wars series, they did show a bounty hunter with a droid endo-skeleton that predated Terminator too.
