He is, like all heroes in NeOlympus he has been reincarnated multiple times. His current incarnation is that of a simple laborer.

And incidentally, The Minotuar did have a real name "Astereon."

And in classical art (mostly vase paintings) he had human legs and feet, sometimes just really hairy legs. Its was not until the late roman period where he was first scene with bull legs as the norm. Up till that point the only part of him being of a bull was a head and sometimes (but not always) a tail.

For those wondering, in NeOlympus, the Minotaur is the reincarnation of the ancient monster. Upon adapting their magic to the cosmology of Elysium, the Olympians poured the souls of past heroes and monsters into the well of souls in order to help stabilize their magic on this new world. As a result, the souls of monster can inhabit the bodies of newborn children and upon reaching their teenage years, they can undergo changes that transform them into the monster of myth. The Minotaur is one such example.
The current Minotaur is the fourth reincarnation of the beast. Rather than live in exile or confinement as it has in previous lives, the Minotaur became a gladiator in the fighting pits of the Spartan Empire, often given the charge of executing criminals and heretics for sport while entertaining the masses who come to watch such spectacle.

No. The reincarnated person looks different with each life. They may grow to have their previous lives' memories, powers, and/or talents but they are still shaped by their life before they realized they were a reincarnated hero and/or monster.

They're similar to humans in most aspects: two eyes, a nose, a mouth, chin, two ears, hair, head and neck on top of the torso, bipedal, ten fingers, ten toes, etc.
They can have a much different eye and hair coloration than humans.
Their limbs tend to be a bit longer than humans proportionately.
They have a higher percentage of birthmarks, with things like freckles or blotches of discolored skin being rather commonplace and the Ithacans have raccoon-like masks on their faces.
Aside from that, I need to wait until Phil and I nail down other details.

That makes sense given most, if not all, the monsters were part human. Why not use use their magic and mutate one or two select animals, like a bull for the Minotaur, snake for a Dragon, or a fish for a Mermaid or Siren?

Some "monsters" are soul-mutated animals, but Minotaur is not a bull, much like Cerberus is not actually a dog. They are merely creatures that resemble such creatures and are thus categorized by those terms for simplicity. Minotaur may resemble a bull and human, but he is neither. He is a true Monster.

Theseus dis kill the Minotaur in Greek mythology. After King Minos of Crete pissed off Poseidon, Poseidon the queen fall in love with a bull and from their union came the Minotaur. When the monster grew up, King Minos had a giant maze built for the monster. Minos then made Theseus's country send people to be fed to the Minotaur.
