I think that Frisk tries to go back to the Underground after a neutral run or something to help the monsters go free, but Flowey intervenes and sends them back in time. They meet all of their friends but in a younger form (plus they all have time powers (besides Papyrus maybe)) and they have to figure out a way to get back to normal? I don't know, you might want to check for a better explanation, this one might not be accurate.
The comic of this only has Frisk back above ground, although there have been lots of cute and/or badass pictures of the timekids.
