Bowser was totally in cahoots with Porky during the production/construction of World Bowser 8, due to the latter's expertise with New Pork City. In return, Porky got free snacks, free carnival rides, and an infinite supply of Pussy Suit Bells. It took some coaxing and a lot of money before he finally used one, cuz he didn't want to, "look like some kinda fucked up furry", but the Pussy Suit instead made him a lion; the king of the jungle, so to speak.
