Gears of war needs more main characters wearing leg armor. You gotta be fit to stay alive in Gears. Also, humans apparently lose more legs than arms in modern combat. Shellbursts. Grenades. Only makes sense to wear lots of leg armor if you're engaged in daily shootouts.
