Thats one crazy dude, i would instantly run. I would change the white 'striping' into something more bland or less distracting. Its great in his face, gives a more effective look, but in the black areas it looks like a chalkboard.

I re-did the background with a rain brush. It looks a little thin to me, but it doesn't look like chalk anymore.

I think you should remove the 'rain' in the background (the black parts) in his face is kind of neat, but just making it less more 'chalky' and more like real rain, then.
