I can agree to some point. It depends on the motive. It seems that those masks were quite filthy. Did someone find them lying on the road and decide to show them to everyone as an expression of disgust or was it just some nut protesting against their use?
Personally I respect the hygiene rules and I haven't had the slightest illness for over a year. It is horrible to see all the masks discarded everywhere and this might be a message against that. At least that was my intention with this photo. I don't think corporal punishment is really the solution but I do relate with your anger.

Before disintegrating the plastic is broken up and ingested by aquatic animals and poisoning the entire food chain. Even in the Lac Leman they have found significant levels of suspended plastics. And this will certainly add to the problem.
