Their Is some backstory behind this certain part of Hell. The reason this place exist Is to most likely punish those whom valued gold and money over the well being of others. This can be proven through some signs saying "Peasants shall serve", and "He who has the gold makes the rules", and those souls were punished by being trapped In bodies made from the one thing they loved; Gold!

you mean the level of hell named after human greed? it does make sense considering how these figures are portrayed but what would the monkeys and Agatha represent if that were the case for all of them, just asking?

Yep, that's correct. You can tell by the names of the enemies and level. The monsters are called Gold Watchers, and the levels name's Deadly Decadence, which I assume Is some sort of mansion. If you put two and two together, you can get that. The theme of greed's driven even further with the entire décor of the mansion, with almost the entire inside being decorated with gold and a secret room saying things like "They were weak", "You deserve better", and "They held you back". Now, what the others represent are also hinted throughout their levels. In one of the rooms In the Hotel level, there seems to be some sort of crime displayed through certain objects. The room contains a cardboard cutout of a monkey dressed as a bellhop that's placed In the corner, with the room's floor having banana peels spread throughout the surface. The peels represent danger, because we can slip on them, and another cardboard cutout lies face first on the floor, which represents the accident itself. This means that a horrible murder took place, which Is proven right at the beginning at the level, with a sign that says "Breakfast & Murder free everyday until 10:00", which could possibly be the time when the crime took place. If this Theory turns out to be true, and If the Player's connected to the first three Hell Portals, than It's safe to assume that the Murder Monkeys represent the person that caused the murder, which was the bellhop, whom was most likely wearing a monkey mask to hide his identity, and we can tell from the cutouts that the bellhop looks like he's done with everything with his job, leading him to do that murder. And the person that caused the murder might've been us, with Bierce saying the lines "What a lovely hotel. Feel familiar?", or something along those lines, which means we may have some sort of connection to this hellish hotel. Now, for Agatha, she represents the Sin of hurting a child, which Is proven by a secret room In her level with a whiteboard that has a chilling child's drawing that has a flaming car with a mother, whom Is already dead, and a little girl, the daughter, with the father sitting by the sidelines, smiling, while writing's sketched along the walls, saying "They trusted you", "Worthless", and "Heartless". While I'm on this topic, let's step back to the secret room In the Deadly Decadence. The writing on those walls are the exact opposite of the writing In the secret room of Elementary Evil. What do these two rooms stand for? Well, I think that Elementary Evils secret room's basically saying that you can't hide from your sins. You did something bad, and you need to repent for that sin. Deadly Decadences secret room, on the other hand seems to contradict that, saying that we CAN hide from our sins, and that we DON'T need to repent for them. So In a nutshell, one rooms basically punishing us for the vile sin we committed, while the other's rewarding us for that sin.
Now, why do I think that the only the first three levels connect to our "Protagonist"? Well, I highly doubt that this guy has any connection to the Dread Ducky or the Clown Gremlins, but rather that they represent someone else In our life. But that's just my Theory, what do you think? Don't be afraid to let your mind run wild.
