It was easy really, in Photoshop I made a new image that was 200% the size I needed, then filled the image with a color, any color, then set the foreground and background colors to the ones I wanted and applied the Sketch > Halftone filter, picked the size of the "rays" then full Contrast and used the pattern type of Line, trimmed the image so that there were no part lines and that the last line was a different color to the first, then rotated the image 90 degrees, and then apply the Distort > Polar Coordinates, and there you have it
