Honestly it's pretty much just "painting" over the picture with different tools and adding filters til I get what I want. I don't actually do anything complicated or special, lol. I use the website picmonkey.com for it, mostly because it's free but also because I don't own photoshop. Fairly simple if you want to give it a try.
