Its a little comlicated so Im sorry if I dont explain it well.
I use photoshop elements .5 so this is what I do,I layer the background so I can make a new layer and put it underneath the background which should be called layer 0 now, I keep it transparent and delete the original background.You can also select for blank files or new canvases to be transparent when you start.
Under the size selection there might be something that asks what you want the background contents to be, For this I select transparent.
Sorry if that made no sense or doesn't work for you
