Kim is an agent in GJ who is attending an environmental conference on a cruise ship going from Bergen to Stockholm and is tasked with overseeing Shego who is also in attendance.
She decides to make it up and personal to the extent of apply sun oil.
The background is from the Norwegian Cruisship "Norwegian Bliss" (Yes it is the name of a real ship, I do not have the imagination to invent such a thing)
The man in the background who is so discreetly monitoring them is another GJ agent Will Du.

Don't know if you have the English idiom, "A picture is worth a thousand words." It has been transposed by some into, "A thousand words are worth a picture."
I'm happy to see that I managed to inspire one.
Oh, and in chapter 10 I had already written someone suggesting Shego is acting as a courier. I will not say at this moment whether she is or not. But I will tell you that, if I hadn't already typed what I have I would have definitely stolen the suggestion from your review.
