Vector graphics- they are pictures that are composed of various geometrical shapes and lines, as well as mathematical equations like Bezier Curves and transformations. They have a quite smooth appearance to them, since having a mathematical/geometric makeup, they do not become distorted when stretched or shrunken. Instead, a new equation is computed and the graphics remain the same, save the change you added in. These are often used in a cartoony setting, due to the simple images they make. But don't be fooled- there are actually some really good photorealistic works out there made out of these! Programs include Adobe Illustrator and Inkscape.
Raster graphics, on the other hand, are the more common pictures made out of tiny squares called pixels. Unlike vector, raster graphics do become distorted when stretched or shrunken, and if the process is reversed (in this case shrinking an image, then stretching it out, rather than "undo") it will look like a blown up version of the previous tiny pixel image. Programs include Adobe Photoshop and Paint.

OH!!!! Oh oh Oh OH!!!! Yes, that is what I use. Serif uses vector art as a standard.
Thats what I also use in all my transmutation circles. I think its easier, and it looks better in the end.
And it wasn't all that complex, but I understood what you were talking about after the first sentence.

For me, it's like second nature coupled with ease. I find it to be the best creation program out there because it is so easy to use, but so effective. With things like photoshop and adobe programs, you draw something, and its there; like with paper. But with serif, its more like those old shape toys teachers used. You can add things on and make them there own objects, then move them around freely. More like paper cutouts, now that I think about it.
With Serif you can also get some pretty wicked effects going as well. All the 3D looking stuff and wood and whatnot was all clever effects.
Now serif also has a photo studio (when used in conjunction with draw, it's just as, if not better, than photoshop, or at least I think), and it also has a wonderful document program (so I can make legit documents and the such).
Another strong point I found with Draw is that it also has an animation studio. I am trying to convince the art department at our school to get serif because it is great for 2D design courses (while it also has some good 3D effect studios, its not the best), and it has the animation studio. There are lots of kids who want to make animations, but don't understand flash. With serif, its freaking easy! You can do a stop motion, which is self explanatory, or keyframe animation. I don't know if you know about keyframe, but basically, you draw your character, then in each frame, move him, but it will move the character for you (so say you draw a square on the left side of the screen, then in the next frame, move it to the right side, the square will slide over the other side in the duration of the frame rather than just appear). Now keyframe is a lot harder to work with and takes more time, but the final product is awesome! I don't know if I still have it up, but for a while I had an animation of a guy running and screaming, and it was a keyframe animation.
So all in all, serif is amazing. I could go on for hours if you or I wanted to, but for now, I think this should cover it.
