I love the concept. Though it also seems to be a critique of sensualist news. The grenade on the string seems to be a stunt to draw the newspeople, and the hounds seem to represent the news teams.

There are elements of what you say in the concept along with several other ideas that were floating around at the time.
I think it's nice to have a variety of possible meanings in your work so that each viewer can take something different from it.
