Her append design intended to more matured like. Unlike her normal ACT, she losses her hair streak and longer.
Her outfit based off her first design as VOCA-OC with some inspiration of Miku Append.
The white dress with yellow pattern inside and attached is a circular at the back that able to light up to 8 ribbons, but 2 ribbons at default.
Her collar is all black in colour, and glows play sign when singing.
Additional feature: White Hood that attached to the hook, normally use when in Reverse and Soft Append.

Everything's fine, but I concerned about one small thing: When recording the song, does the voice have to be gender locked to the character? Like male character has to sing to male voice or Male voice can be edited to match a girl character?

It depends. There are female UTAU users records a male UTAU character, and vice versa.
There are ways to make the male voice into female voice though C:
