Well since Belial is a mercenary he's often away for weeks and not sure when he comes back. He sometimes writes letters to Rulka when he's on his way back, so she rougly knows when he'll arrive. She often waits all day outside cause she hopes he might be early this time and she's worried he might be hurt (he often was).
They meet outside because (back then) Rulka was still living with her Family and Belial wasn't exacltly liked by the other draenei o__o
