I am no real authority on the matter but I am pretty sure the name "Haflings" is the common term in fantasy that refers to tiny people like Hobbits.
Tolkien just named his Hafling's Hobbits, so that term is unique to Middle Earth.
On a side note i am pretty sure in the Lord of the Rings: The Fellowship of the Rings, their is an Orochi who refers to Hobbits as "Halflings".

Actually, men call hobbits halfings, while hobbits gave themselves that name
