That was the point behind Pluto's back story, she is the time keeper and is all alone like Hades in the Underworld, except for when he kidnapped Persephone unlike Pluto who's only friend was small lady.

I personally think they should have switched sailor saturn and sailor pluto considering their Greek mythology backgrounds it would make more sense :/
