I do love ponies. I am a Brony. But I won´t let my personal tastes to define my critique.
I like the colors, they are worked on a masterful way, intense and powerful, they pierce the eyes and call the observer into them.
But, here comes the bad news...
I find the breast and hands drawn in a curious way, i don´t know id they were meant to be like that or if the artist´s skill made her draw´em like that, but simply makes me think that anatomy is an area that needs some more development.
Aside from those points, the drawing channels the right spirit about Rarity, the fashion aura around her, the detail is amazing, and, overall is a nice piece of work.

The piece overall is very pretty and stylish and gives a good feeling. I love your choice of colors! Hair curls look great and her face is very proportional (in magins of you style). It's really original and what is very important - one can tell it's YOUR piece by looking at it. It's really consistent with your style.
But still there are few minor flaws. First, her arm is too big comparing to the face, maybe it's your style, but still looks a bit weird. Second, golden glitter on the background gives me a strange feeling, somehow it doesn't work with the whole picture. Hope, my critique will be of use. I'm going to be flat honest with you. This are reminds me of several painting of 2D women drawn in old artistic portraits usually describing an event. You're art is good full of details but requires more shading the hand for example need's shading if you observe your own it has creases separating it from the arm. especially the ones on the palm. So this appears to be all one part and not separate. It's original, vision is good, tells me she's bored, the technique is excellent. You just need more detail over all I like it keep at it and I hope to see more of your latest work.

I love the way you did her hair, it's so lovely! ♥ I think the hand is ok if it's in perspective, like closer to the camera, it's just that the arm makes it look weird because it's a little small (like you said xD). Great take on Rarity anyway!
