Morgoth is/was a Vala, and they're described powerful and fair (fairness they would lose for bad deeds), but Melkor wasn't his given evil name yet. Also, Melkor was described as more human like.
Maybe this is one of those times when he watches the labour of his fellow Valar and blazes with jealousy... by the looks of it.
Well, all in all this is very close to how I imagined him.
