but I heard once that younger siblings call their brother/sister indeed "nii-san"/"nee-san" but the older siblings call their little brothers/sisters by their name...

that is true - for the most part -- but what these two are doing - is just using the words metaphorically -- its hard to re-explain but if you look at the conversation we had below your comment then it should make sense ^^
but if someone is describing their younger sibling or needs to use the word imoto or ototo then they can still use it to talk about their younger sibling - they do so especially if its to someone they don't know well
example would be:: if a younger sibling has caused some trouble to a stranger - and the older sibling shows up - they would say "sorry, my younger brother seems to have caused you trouble" they wouldn't say "sorry, Hibari (name of younger sibling in example) seems to have caused you trouble"
hopefully that made sense -- its a cultural thing and you have to know when to use words in different situations - it just depends and there are many different cases and such -- Japanese can be a hard language but it can also be easy - depending on how you see it
