This was created at a playground in Adelaide, Called St Kilda. It's like an old wooden playground with a variety of swings etc. It has this circle frame there that you sit on ( kinda looks like a spiderweb but it is situated horizontally ) when you sit on it, there is a button in the middle. When you push it the thing starts to spin around. Or you can manually spin it around to whatever speed that you want. What we did was use some homemade battery packs with some Christmas tree lights. We made one line going from the center to the edge of the railing, we then turned them on and set up our camera to a 30 second exposure f/5 and ISO at it's lowest being 100 or 200 for some Nikon's.  Then we just spun it around and wallah, at the end of the exposure this was the outcome

must have to try something like that sounds pretty easy but looks great
