Celestia arrives in town. People get scared and bow down. Business as usual.
Luna arrives in town. People get quite scared and bow down. Distressing to her.
Celestia is at an annual event she doesn't like (because it's boring). Everyone else finds it unlikable. Business as usual, lets it continue.
Luna arrives at an annual event she doesn't like (because it portrays her as evil and frightful). Everyone else loves it. Luna eventually plays along and does her best to make it more exciting for everyone else.
Celestia's encounter with Fluttershy starts with her glaring and ends with making Fluttershy happy she's not punished.
Luna's encounter with Fluttershy starts with her being polite and ends with a hug.
Celestia banishes her sister to the moon for 1000 years for challenging her rule while under the effects of magic and not in control of her actions.
Luna, at the end of this affair, apologizes, holds no ill will towards Celestia for being STUCK ON THE MOON FOR 1000 YEARS, even though it was revealed that Celestia had the power to break this curse the entire time.
Luna may do a little trolling, but Celestia really takes the cake. And is objectively a worse person overall.

Also, it's notable that her last prank was on someone who had been pranking the entire town all night. So you could make a very strong argument that it was well-deserved.

Well yeah. When Luna trolls, its usually just for fun and never really to hurt anyone. While Celestia on the other hand... yeah you get the picture.
