This is the Chained King, the Worst thing that happened to Fey-kind since Herbert Solomon. This monstrosity was said to be one of Mr. Welldone's brothers, even if he denies affiliation with it. this is the "punishment" that Welldone gave to him after nearly killing off a Fey. 

Chains, like that can be considered a punishment.
