It's Holo. The director confirmed it, and Holo signs her name as "Holo" in the second season

Either is correct. There's no "L" sound in Japanese, but use an "R" sound (bad example, saying hello while replacing the l's with r's. Herro.)
It's up to fans if they want to write/say it as "Holo" or "Horo".
