I think it's to strike emotion.
Women and/or children dying,Β or a little girl crying, it hits with a freight train of emotion, especially if they are sweet and innocent. It hits so hard that having a dead child in things strikes huge controversy and is not likely to get published, and is probably the reason that Maria's death was cut from the English dub.

WHY DO YOU DO THIS SEGA?! They were only trying to help save people!
Maria- Was shot and killed on Space Colony ARK while trying to escape to Earth with Shadow and sent him down there instead. He made a promise to her to protect the world she loved so much...
Cosmo- Saved the galaxy and her best friend Tails from the Meterex.
Tikal- Tried to stop her father from taking the master emerald and using it to conquer others.
Molly- Helped Shadow destroy the Meterex's battleships and sacrificed herself in the process in an explosion that destroyed all of the ships.
(I hope I got them right. XD) ;~; Maria's death is the sadest one to me...
