To change the lineart colour, you can also select the 'opacity lock' option on the layer, works for photoshop or sai, and then it will only colour over what you've already drawn.

I use Paint Shop Pro 7, so I'm familiar with a slightly different method

I practiced this earlier but I really can't get step #3 and I'd really like to know how to color within lines, I've been trying to find that out forever...

The 3rd step is really just to keep within the lines. Use the magic wand to select the outside of the outlines. (grabbing the background, but not the outlines or anything inside). Expanding your selection one or two pixels assures for no stray color outside the lines. Once your expanded, you invert your selection.

Once you see that the selection has now been inverted to everything within the outlines, you can start a new layer for the color. On this new layer, you can color freely without worries that you're going to go outside the outlines.

If you can't get this work, it's not extremely important. Simply color carefully.

About the "Colored Lines" part, I found another easy way; by "lock transparent pixels" button on the outline layer to paint inside the line to desired colors C:
