I'm....90% sure this is Lt. Surge, with the addition of a mighty nice Magneton and a frighteningly large amount of Voltorb on a belt. (Really. I would never keep that many Pokemon that know Explosion next to me unless I planned on finding a shortcut to Allah.)Edit: yes, this is Lt Surge, but from Pokemon Special. Such, such love...too bad he didn't meet up with PS Misty and Red.

Haha, I think I passed him while I was in the Nokia outdoor theater area on Day 3. I immediately thought his Magneton was bomb <3

its Lt. Surge, alright
however, in this form/outfit, this is how he appears in the manga when he comes out as a member of Team Rocket (along with Koga and Sabrina)
