Yes, it in fact is a mistake. Green and Blue are basically the same word when written in Japanese. The reason it was left as rival Blue was because of the release of Red and Blue outside of Japan.
First two games = Red and Green not Red and Blue. Blue came later because no one bought Green.Β
If you play the Japanese versions the Rival's default name is Green NOT Blue. And it stays as Green in the other games he makes cameos in. Β So, that's why it makes more sense to you is because it's the Americanized version, not the original.Β
