glad to see that you ask that question brand that i'm using is pikpens dinoo, actually when this colors gets half dry they gives very soft and smooth look in their color texture by which we can also able to do color shading....i love them.

it can also be achieved using sketch pens???? or steadlers watercolour pencils?????

yes, I achieved that feathery look by using sketch pens, they also gives light shades but it will only work, if color is little bit dry.
