i usually dont give critiques on ginny for a number of reasons, but... i kind of really like your art so.
*sight* alright some suggestions i have that may make her more different than cho are these..
the main things i see as cho-like are her hair, eyes and lips.
i'm not good describing eyes except almost or slanted or bug-eye....
so here are some guides to different types of eyes:

try experiment a little with them.
one thing that I remember being said about Ginny's appearance was that she looked like a cat.
so maybe make her eyes more cat-like, mischievous and playful, not so half-closed, sultry *yet*
as for her hair, pre-half blood prince, it was described as a "mane" of hair.
So it seemed to sound as shorter, maybe shorter than the shoulders and a bit split ended, maybe?
lastly, her lips seem slightly pouty, which makes look older than 14.
maybe make them a little longer, the upper lip not so "full"?
this is as far as her looking 14.
what I meant is, at age 13-14 ginny was still seen as tomboy-ish or like a little girl. so she was probably a later bloomer who bloomed mid-age 15/ full on 16-17.
her having long, silky hair at around maybe 15 but definitely 16-17. since it was around that time when her hair was described closer to Fleur's than "mane-ish".
when you draw her older, 16-17 she can look sultry, with loong silky hair.
(although it seemed to me to have a little more volume than water-like-silky like Cho has)
but at 14 she is still a developing teenager, there still some child-like, awkard qualities to her face, that can will diminish as she grows into 15-16-17.
does that makes sense?
hope you are not mad, and I know it's your style. but it's kind of hard to see 14-year old there.
outside of the ginny issue, I love how you draw Hermione (although now that you mention this being in 1994 (meaning either end of third year or beginning of fourth, Hermione seems to be missing her buck-tooth. unless that's post- yule ball in which she got her teeth modified. )
and I really like the subtle, yet noticable all around physical differences between the Black sisters which really bring out not only their personalities, but also that they are related.
