IDW sure seem to know what they are doing.
BUT, given their track record with other fandoms like Transformers, Ghostbusters,
DuckTales, TMNT, and such, You kinda do expect high quality from them.

Oh wow Metal Sonic’s upgraded form!
This comic does some good in filling in holes from Sonic Heroes.
(Happens to be my favorite and first game with 3D modern Sonic despite the game itself being average with weird camera angles and bad lip sync in some cutscenes.)
I admit I used to like the Sonic Franchise back when I was younger, but lost the enjoyment for it.
Maybe cuz of Sega...

I take it that is why I haven't seen much updates on your Sonic Underground in a long time.
(Assuming that was you from before, I often lose track of which of my watchers did what.)
Sonic Heroes was also special, given it was the very first Sonic game
ever released on the PlayStation system (the PS2, to be exact)
as beforehand, I had to rent a Gamcube just to play Sonic Adventure 2.
BUT, I won't pretend Sonic Heroes was without it's flaws
(which a Gaming Sins video that parodied Cinema Sins covered in great detail.)
The worst for me was Amy's behavior, and Sonic's overuse of "Teamwork" in his dialogue.
But, back to the main point..Neo Metal Sonic is indeed Metal Sonic's final evolution.
Being more that just a "Robot Sonic", but what HE believes to be Sonic the Hedgehog perfected.
When I first saw the robot, it looked like a truly modernized Metal Sonic.
(with the white markings kinda reflecting Shadow, if I may make a note of.)
My only disappointment was that in 'Heroes', we never fought THAT version of Metal Sonic,
and instead had to endure multiple stages of some "Metal Dragon" monstrosity.
(Least IDW isn't doing that it seems. Issue #9 ended on New Metal Sonic
using the Master Emerald to transform into SUPER Neo Metal Sonic.)

I do like Sonia, Manic, and Queen Aleena.
I had Sonic Heroes as a CD computer game.
Still have it but it can’t be played anymore.
The IDW comic looks great!
I could read it on readcomicsonline, but I feel like buying the comic series just to support what a good job the crew are doing.

So wait, after realizing he was a member of the eggman empire, he decides to take over the world, while using eggman's PERSONA?!......I guess eggman did a DANG good job of giving neo metal sonic an adaptive system.

And, it isn't just a simple case of Neo Metal Sonic imitating Eggman, either.
As he stated, Neo Metal adopted Eggman's personality, so he literally BECOMES Doctor Eggman.
..Which may, or may not has affected his default behavior as Metal Sonic,
as I found it almost cliché how Neo Metal took time to monologue his scheme to Sonic.
In his prior Metal Sonic form, he would be all "Affirmative", or "Engaging Target."
but, now he is acting like a typical super-villain. MUCH like Doctor Eggman is.
