My understanding is a Lvl cap raise to 72, a free upgrade pack with new Backpack SDU's of all types, and a new TK Baha themed DLC, most likely Halloween set due to the whole zombie Baha Dr. Neds Island thing....
However, I was told there might be no Lvl cap raise, and instead aNOTHer DLC featuring the Hyperion Moon base.
Won't know till late October.
