High Dynamic Range. It's a feature in Photoshop that allows you to combine different exposures of the same frame. Basically say you have a camera on a tripod, you take one picture exposing for something in the foreground, then another for the sky behind it. HDR automatically combines the images to give you an even exposure of everything, but it leaves an odd chromated appearance. I'm guessing you didn't use it then, but your picture looks like the result of HDR. Not to mention the exposure for the sky and ferris wheel are superb, it just seemed hard to me to get that any other way.

Ohh I think I understand you.. but nope haha I took this photo simply as it was. The only editing I did to it was the colours and brightness.
