Vocaloid and UTAU are voice synthesizer programs... they do not make 3D models or animations...
This is a model rip from the video game, Project DIVA, made by SEGA... These models are in Intrinsic Graphics Binary (IGB) format.
The poster converted it into a Polygon Movie Maker (PMD) format that can be read by the popular proprietary freeware software MikuMikuDance and MikuMikuMoving . He then added in certain features that the conversion could not perform automatically.
The voice itself sounds like the original Miku, which could only have been done with VOCALOID.
