Not exactly, like some insults in actual languages, they can be said in affectionate manner or in such a way that it serves as an ample, yet inoffensive manner. It's not so much the direct meaning of the word, but the manner of use and statement that gives the most gravity to the word. So while chakaar is generally meant as an insult, it is used in a somewhat affectionate manner here.
