I would have cropped some more of the dark area at the bottom, but other than that, I like the composition. The row of the benches and trees makes for a really nice effect.
Zooming in, I can see that the photo is somewhat blurry - did you hold the camera in hand, or was it placed on a hard surface? If you don't have a tripod, any supporting surface works well. You can also use the self-timer (set to 2 sec) for long exposures, so pressing the button won't move the camera.
Apart from these, it's a nice photo, and really evokes the beauty of the night, as the title suggests. I like the red lights in the background, and the colour palette in general.

My camera was actually placed on another bench, but it was the arm rail and not the most stable spot. And yes, I have heard the trick about the self timer, I should definitely use that next time! And you're right, the foreground is considerably empty and dark.
