Big time. She let things get WAY out of hoof in Wonderbolts Academy and justified it by saying that RD should have given her time to explain herself when she had more time than was necessary to; then she replaced Soarin for RD; then she went on a quest without telling her team where she was (Rarity Investigates); then she verbally bullied RD like a 10 year old thug wannabe (Newbie Dash).
Why is this mare in the Wonderbolts (let alone the leader) when she doesn't even understand the most basic moral concepts that children are taught. I know this is a show for kids but that's no excuse for having characters behave younger than they are just for unnecessary cruelty.
I'd understand putting a conflict in it but the Wonderbolts go too far.
I say that the reason RD destroyed the weather factory is because the Wonderbolts are a bad influence on her.
