He's spying on the hero and finds out a secret.
"So, he has a weakness for the ladies, that will be his downfall."
He goes back to his lab and creates a sexy lady mouse costume, puts it on and goes to make trouble for the hero.
UNLESS he has an assistant.
If he does he will cram the assistant into the mousegirl costume, zip him up and arrange for the hero to meet the false female.
