It's Katniss Everdeen, from the Hunger Games series. I wanted to draw her for a long time [but painting and not just doodling... I have A LOT of sketches of her].
It's her interview dress of the first book. Yes, I know her dress is too long, but when I saw it was already painted. Yes, I know she doesn't have yellow eyes [I imagined that Cinna gave her some contact lens] and she does not have a big head, it's this stupid camera that don't have a freaking good angle!
