Background and skin is coloured pencil.
Grey shading on the white cloth is graphite pencil.

I'd assume they've always been there just as many of the Arrancar have like those blue blotched of skin Grimmjow has at the corner of his eyes or the green lines Ulquiorra have running down his cheeks.
