I personally interpret it as..
Back then, England had the world's most powerful navy and basically were the ruler of the seas. Hence why he is wearing a more feathery and frilled outfit. They had many colonies around the world and ruled with an iron fist.
America now is pretty advanced in its military technologies, and is one of the world's current superpower (3rd on Military I believe)
But of course America has its faults as well. Notice that the globe it facing Europe. And mainly the middle east. It could be said that America is showing off its power by including itself in wars that didn't involve them until they forced themselves into it? Maybe.
