Hi, I'm Vern and this is your critique. The picture is very clear and the pelican is centered perfectly. I love all the colors of the pelican. From the bright red to the black. This is a very striking and the subject is very well taken. The eye is so clear, blue, and beautiful. You can clearly see all the feathers on the pelican the subject is so clear.
Background - You can see the blue sky fairly clearly and the buildings are not in focus. This can be forgiven because the pelican is so well in focus.
Overview - I chose this picture because I am trying to get a pelican badge and I saw that you wanted a critique and, well, I couldn't resist. I never critiqued a photograph before but this is an amazing photograph.
I have never seen a pelican this colorful before and I was wondering what type of pelican this is. I wonder where this pelican is from. I don't think this pelican is from America. It looks way to colorful to be from America.
Conclusion - This in an amazingly great picture and it is perfectly in focus. I really enjoyed critiquing your picture and I look forward to seeing more pictures from you. Have a great day.

For some reason, I keep coming back to this picture, as if it has some kind of odd charm to it.

Its a specific crop from a fuller frame to accentuate the image as an abstraction which makes the eye pop out and seem almost applied as an element and that removes the context of the head to both the body of the bird and to the location. Its what I intended when making the picture but with the equipment I had I could not move in closer. Here is the full frame image that I cropped:
