I really really ship Papa Parappa and General Potter. Sorry everyone. ;;My headcanon is that both Sunny and Parappa's mothers are dead, since they are never seen, and Papa refers to his wife in past tense ("used to be really nice"). So the idea is that Papa and Potter grew close as single fathers.

Actually in that cartoon, it's not actually Parappa or his Father that the comic is alluding to.

No it's actually the audience, or gamers if you will.
Because NO ONE outside of the games devotees even knows that Parappa's mother actually existed.
Parappa basically being everyone and his Dad is basically Rodney Greenblat.
I mean really I don't know if Rodney himself did this on purpose to avoid it or he shoot himself in the foot by not catching it during Parappa 2's production.
And really who would've known some kernal of truth until in their late 20s anyway?

They're not dead they're just divorced and the dads took the kids with them,because in Parappa the rapper 1 Papa PaRappa said" What am I going to tell your mother?!"

Okay but in the second game Papa Parappa said "she used to be really nice," when looking at a photo of he and his wife. He was very sentimental, and even Parappa smiled at the memory. If they were divorced, trust me, he would not feel sentimental when looking at a photo of her. She most likely died between the first and second game. It's really sad actually.
Potter's situation is completely up to you, however, since his wife has never been implied anywhere.
