Probably because she doesn't look as snuggly as the other three (not that Jolteon would be THAT pleasant to snuggle, with those huge spikes) or maybe more because she looks the least like eevee out of the first three evo's. (Lets face it, funny ears and fins just aren't as cute as fuzzballs <3) Vaporeon is still uber cute, don't get me wrong though~ :3 I don't know how anything that evolves from eevee couldn't be!
This one was a bit of an exception to my collection of "fuzzy" eevees, since vaporeon is a little less of the "fuzzy" variety. I was going for more of a wet fur look on the body, kinda like an otter or something.. short fur, instead of soft fuzziness like the others were.
