I think "vengeful" is the correct word. It looks like she came up with the perfect plan for revenge on Zant. I would not blame her. It can be hard to forgive someone who seemed trustworthy after he or she proves capable of betrayal.
I did think of a way to make her scarier, but if you are not interested in Earthbound it may not be something you would try.
