The Matriarchs volunteered her for the Andromeda mission in an attempt to improve the Asari gene pool, didn't they?

Honestly, there is a fairly good possibility that several of the races would consider it a fools errand and not exactly send their best and brightest. The thing is that others might consider it very important, so you'd get a mixture of 'best of the best', and 'expendable', and 'they were passing in the corridor when we needed to select someone'.
